Introduction

Badgeholders play an essential role in the success of the FIL-RetroPGF program. They are responsible for judging applications and determining how much funding each project will receive. Good badgeholder judgement will translate to realizing the ultimate goal of sustaining and causing new impact to happen, by deciding how funds should be allocated to projects or individuals whose contributions have already generated a positive impact to the ecosystem.

This document contains guidelines that badgeholders can consider when voting in FIL-RetroPGF applications.

Timeline

The Voting period is from April 24, 2024, to May 9, 2024. Badgeholders should use this time to familiarize themselves with the project applications, collaborate with other badgeholders, and vote on projects. Details of voting are discussed below.

Guiding Principles

Filecoin’s first Retroactive Public Goods Funding round will take inspiration from Optimism’s goal to implement impact = profit — the principle that positive impact to the ecosystem should be rewarded with profit to the individual. This principle serves as a North Star, motivating the creation of a more productive and fair economy.

Voting Process

A badgeholder votes in RetroPGF by allocating a percentage to each application. An aggregation procedure will convert this to FIL tokens that will be disbursed. The percentage you assign should reflect your beliefs on how much impact a project has created for the Filecoin Ecosystem.

  1. Review Applications: Browse and review applications here. You are not responsible for knowing everything about every application category. Begin by focusing on the areas of contributions that you feel the most knowledgeable about.
  2. Collaborate with other badgeholders: There are 132 invited applications in FIL-RetroPGF-1. No single badgeholder will have the expertise or time to review all of them in depth. Realizing impact = profit requires a collaborative effort among badgeholders. Here are a few ways you can collaborate with other badgeholders:
    1. Collaborate async: You can exchange notes and collaborate in the Badgeholder Telegram Group.
    2. Self-organize sync meetings: Feel free to self-organize with fellow badgeholders to discuss applications, but try to be as inclusive as possible in this process and publicize these in the appropriate communication channels.
  3. Submit your votes: Your aim should be to vote on as many applications as possible!
    1. You can allocate a total of up to 100 votes amongst all applications. A single application can receive at most 16 votes. Only integer values are allowed as votes.
    2. A vote of 0 expresses a view that a project should not be funded.
    3. By not voting on an application, you’re expressing indifference about how much FIL this application should receive. Please do this if you don’t have a view about the impact an application had.
    4. Allocations are calculated using the mean. Each application must receive a minimum of quorum of 5 votes to qualify for funds to be distributed.
