In FIL-RetroPGF-1, anybody can submit a nomination.

An important learning from the Optimism rounds has been to not overwhelm badgeholders. To respect the time and effort, of both badgeholders and nominees/applicants, nominations will be reviewed before being invited to submit an application.

In FIL-RetroPGF-1, the round’s organizers will conduct the nomination review process, which will be lightweight and biased towards inclusivity.

Nominations will be invited to apply if the nominations meet three criteria:

• Aligned with the Filecoin mission — to store humanity’s information in a robust, decentralized, and efficient manner.
• Fit the category of public goods — can’t be used up and can’t exclude users.
• Are eligible for retroactive funding rather than seeking proactive funding.
